The Ministry of Higher Education and Scientific Research has adopted a new policy aimed at enhancing communication and deepening understanding between universities and the local community, whether economic or social. The aim of this policy is to build effective and fruitful partnerships that promote science and knowledge in the service of economic development at the local and national level.

In order to facilitate the integration of its graduates and enhance their participation in the developmental cycle at both the local and national levels, the University Center of Maghnia, like all higher education institutions in Algeria, is committed to strengthening its relationships with its social and economic environment. To achieve this goal, it has established the Bureau for Linking University and Enterprises (BLEU-CUM), attached to the Directorate of Postgraduate Studies, Scientific Research, and External Relations.
