Governance Between the requirements of achieving sustainable development and combating corruption

The Institute of Law and Political Science at the University Centre of Maghnia organized today, Wednesday, October 29, 2025, a national seminar titled: "Governance Between the Requirements of Achieving Sustainable Development and Combating Corruption." The seminar was chaired by Dr. Bouzidi Khaled, under the supervision of Professor Kadri Riad, Director of the University Centre of Maghnia. The event was attended by representatives of the security authorities and the customs sector, alongside the President of the Regional Chamber of the Court of Auditors in Tlemcen. The gathering also featured researchers and professors from the universities of Tlemcen and Chlef, stakeholders from the Ministry of Finance, and faculty members from the Institute of Law and Political Science and the Institute of Economic, Commercial, and Management Sciences.
– The national seminar commenced with a recitation of verses from the Holy Qur'an, followed by the national anthem of Algeria. Professor Terbeche Mohamed, Deputy Director of Development and Foresight, delivered the opening speech on behalf of the Director of the University Center of Maghnia, welcoming the guests and participating professors while emphasizing the critical importance of the seminar's theme. Following this, Professor Bouzidi Ilyas, Director of the Institute of Law and Political Science, took the floor to welcome the attendees, including stakeholders, faculty, and students, wishing the organizing committee great success. The Seminar Chair, Dr. Bouzidi Khaled, then provided an overview of the event's objectives and main pillars. He highlighted that the theme of governance intersects with various vital fields, such as public procurement, local authorities, the environment, taxation and public finance, commercial companies, banking and financial institutions, and anti-corruption efforts. Accordingly, the seminar activities were scheduled over two days: the first day featuring three in-person sessions, while the second day includes five remote sessions. Before officially declaring the seminar open, the Chair invited the audience to observe a minute of silence in memory of the late Professor Tiouarsi Mohamed
– The presentations during the opening session focused on the theoretical foundations and the general framework for linking governance to institutional reform.
– The interventions also highlighted the vital role of e-governance in achieving transparency, and how supreme audit institutions, such as the Court of Auditors, can contribute to establishing the rules of good governance.
– As for the second session, it focused primarily on the relationship between financial legislation and public procurement, and the requirements of governance and combating corruption.
– The interventions of the third session delved into the legal and administrative mechanisms for confronting corruption at both the internal and external levels of institutions.
– The floor was then opened for discussion in a distinguished and professional academic atmosphere, during which the attendees and speakers exchanged views on ways to establish and consolidate governance principles to achieve the desired sustainable development and combat corruption.
– The first day of the national seminar concluded by emphasizing the importance of legislative texts, digital transformation, and regulatory bodies in achieving sustainable development requirements and combating corruption.
